Ask HN: Annotate research paper

I remember every so often someone here on HN links to a research paper (I believe in PDF format) which comes with annotations. But I don't remember the keywords so I have no luck searching on HN to the exact submissions.

1. Can anyone recall?

2. Recommend a website that provides collaborative paper annotation?

Thanks.
