ngrok is aimed at making applications that are under development available for testing by someone outside of your network, for testing webhooks, etc. It's not for production stuff.
ngrok is useful for those things, but also for more. I don't see how ondevice is more for production than ngrok though, especially since any of ngroks plans gives you custom subdomains and reserved addresses.
