1. Get a corrupt guy in power
2. Allow that guy to take unpayable loans
3. Allow that guy to stash all the money in secret bank account somewhere so that money is never touched by anyone
4. Once the country defaults on its debt, restructure the debt. Privatize everything. Make the all the natural resources available for nothing.
In this way:
1. The country loses all sovereignty of its resources.
2. The country spends all its income paying interest.
3. All the income made in the country goes to foreign corporations that get to pay almost no tax.
Also, the enslaved countries may even allow the construction of overseas bases, for "research".
The important takeway from this is that people that realize this just give up and move abroad. You can work your entire life to make your country prosper, but it will never happen because as soon as the country is above water then some ape will go and take a massive loan again and stash it somewhere.
The real problems are: 1) predatory loans, 2) bank secrecy, 3) foreign interference.
This is neocolonialism. Let countries think they're sovereign on a map, let them think they're independent, but keep all their money, their resources and put them all to work on unlivable wages.

Food would be nice, medicine would be better, all labeled with the American flag, and after five years of this the brainwashed people might, might see America as a savior.
They won't be able to claim it as theirs because you'd label all the food in English and Korean. With a picture of people of different ethnicities hold hands and smiling.
Oh, also you'd drop appropriate medicine as well, because many NK's are riddled with parasites.
Again - do we have any evidence that this might be true? From what I understand, the NorK true believers are actually true believers. I have a friend, nominally intelligent, who has decided to become a flat-earther. (I don't know why). He is immune to evidence at this point. It's the weirdest thing you ever did see. Do we have any evidence that the NorK military would be any different?

It's a tough choice. Dropping large amounts might get military action. Kim could say it's food today, but they will start dropping poison to look like food. The medicine is ok now, but it will be poison next! Shoot it down! Burn it! I think these poor folks are so brainwashed it will take a long time of systematic kindness to make a dent.
Other communist regimes exiled your entire extended family to prison camps for such things. Do this for 50 years, add propaganda night and day and what you said doesn't happen.

I'm assuming that the intended recipients could re-charge these video playback devices? It's not clear to me that possession wouldn't be considered the equivalent of a stoning offense. Certainly that's the way Pol Pot would have dealt with it. And killed everyone who didn't tattle on the viewer-holder in the first place too...
They are also one of the few groups that can respond within hours to any location around the world. The US military responded to both the Japanese Tsuanmi and the earthquake in Haiti, among other disasters more recently.
Shame I see less of this happening given the current political situation in Washington.
