Thanks for the note - working on that. https://developer.twitter.com/en/pricing should work.

There's free sandbox access, and then tiered pricing for increased access and additional features like counts and the enrichments.

It's the 'See pricing' link under the Premium / Search Tweets cell on that page that goes to a 404.
