Ask HN: How would you put the AI chips in new phones to use?

I'm just wondering how you would "program" for these or if they'd take offloaded tasks that are too excessive in performance requirement or something.

I'd like to get some experience with "AI" or "ML" not sure which is which.

But I saw recently that new phones are coming out with AI chips, I'm not an Android/mobile developer though so maybe that doesn't help, I'm on the web side.

Can they translate to each other say you learned Tensor Flow could you use that knowledge to work on these AI chips in phones?
