In my job, we create GitHub Issues labeled "Discuss", which are essentially requests for comment. It's a great way to outline a problem you want to solve, test your assumptions, gather thoughts from the team, and create transparency. For the ideas which are really ground-shaking, we send an email to the team with a link to the Issue with a brief synopsis.
