Well, once NYC spends some serious time under water, there will be less reticence. It'll be a while, of course. But it's now inevitable.

Article is just an excessive length "I told you so" directed towards people doubting climate change with no new information.

Climate change -> more rain -> Harvey.

This is only the third consecutive year since such a 1 in 500 years event happens.

"In Houston’s particular case, a lack of zoning laws has led to an explosion of building, which further worsens flooding."

That's a feature, not a bug - housing in Houston is notably cheaper for that reason (amongst others) than elsewhere in the country, and the world.
