TL;DR:

Once you become an Estonian e-resident, and have registered a company in Estonia, you can use Paypal but also forget about it and choose instead any different payment provider such as "this" (but mentioning Paypal business account in the title gets more views/reads than mentioning "this").

PayPal are notorious for semi-randomly closing accounts, especially when the usage deviates a little bit from the norm. I wouldn't go the route described in the article if I depended on this income, even if it seems innocent.
