In short, they are not necessarily "welcome to," in the context of this court case, because a good lawyer would argue that that is asking the users to potentially violate TOS, which is a non-defendable "ask."
Anyway, these are probably going to be hashed out if the case moves forward, so, fingers crossed.
I've always wanted to see Twitter get more involved in the whole Trump Twitter thing just because "some men just want to watch the world burn" (sheer entertainment value). Imagine if Twitter just started posting shit from Donald Trump's account, or banned him from twitter, etc. I mean my god, the uproar. It would be terrifying and fantastic.
