The title is misleading. UberPOP is shutting down, the licensed UberBlack service will still work.
People without a public transport license will not be able to perform public transport services.
Also, the article is pretty clear that this is temporary : they fully expect to bring back UberPOP in 2018, they are just waiting for a new legislation to be voted
