Ask HN: Is the new Hotmail available only in the US?

I live in India, and I was quite interested in checking out the new Hotmail features. Yet, I've been logging in over the last week and I've got the same old interface.

Was the update not rolled out worldwide?

This doesn't affect me much, since I am primarily a Gmail user, but it does surprise me that in 2010 a company like Microsoft is not able to upgrade their web based mail app across the world.
