Here in Brazil you can start a company literally in one minute, without any cost or taxes and you will pay only ~15 dollars/month, and part of it will go to your governmental pension as monthly contribution.

You will have more bureaucracy to fill progressively, but most of the companies (and all startups except a couple) will probably not need it.
