Trump administration moves to return Russian compounds in Maryland and New York

Shutting down diplomatic compounds and expelling diplomats is a standard mechanism for signalling diplomatic disapproval of a kind where war is not yet deemed necessary as a response.

Especially when the diplomats or facilities are either tied to the act in question, or known espionage actors or assets.

They were using them to collect intelligence, they weren't rec centers.
