The bit you're quoting is not talking about a person, like a person being ashamed of something or not. It's talking about the governmental stance towards a country. Even someone who's a proud Christian has good reasons not to want the country to be avowedly in favour of one religion. (i'm not saying all Christians would hold this view).
As an atheist, I wouldn't want the country to go that way.
