Hah, kinda. I think in Betteridge's Law the author intends to suggest the answer is "yes", but uses a question to avoid making a claim, so the real answer is usually "no".
In this case, it's the author's (me) intention to leave the reader thinking the answer is "maybe" or "probably not".
