Preventing bailouts might have been a charter goal for Obama, but his administration actually made the "too big to fail" institutions larger, and it seems like everyone still believes that the government will provide bailouts whenever the next crisis happens. Those regulations increased (fixed) compliance costs, and improved economies of scale, making it tougher for 'small' banks.

I am not sure if the Trump administration can or will do anything about that.
