The reason for Apple to lock the web browser engine is simple: it prevents you to turn an iphone into your bare platform, as much as you turned AT&T into a bare pipe. They know money comes from services not bare platform.
Or at least, I hope this will soon be the case. Sadly, it not working on the iPhone will probably mean it's often not worth investing into at all.
