I'm not going to argue here whether the original principal of the legislation is "right and just", or whether or not we should just have open borders, because that's not what we have, today and it's unlikely to change any time soon. The H-1B visa program's intention is to provide a way for US employers to get skill-sets from abroad where those skill-sets are rare/not available in the US. Personally, I can see a lot of good reasons why allowing this form of immigration is A Good Thing.
Unfortunately, those who wish to take advantage of the program to use it "as intended" are often the victims of the way it's often being abused. Today, it's frequently being used to hire in cheap (by US wage standards), highly-skilled labour to displace comparatively expensive US employees. Companies who actually want to use the H-1B program to fill high-paying positions with people they can't hire in country are getting a very small slice of the limited pool which is being wasted on companies who are using the legislation to get cheap labour, and worse, replace highly-skilled US staff. I've, personally, seen this tried at companies I worked for and know of several individuals who have had to train H-1B visa holders to do the job they were scheduled to lose in two months (or lose their severance pay). Anything that can be done to eliminate the latter practice would help the "good players" in this particular arrangement.
There is no such thing as "Can't find in US" none of the tech jobs are specialty occupation in that sense. You can always hire a java coder and make him learn PHP. The whole notion that you cant find a person to do your job in USA is completely false.
Getting someone from abroad always beens better at same cost or comparative at lower cost.

What did those individuals do ? jumped off some bridge ? Barely. They must be doing jobs somewhere else and chances are they are actually doing better in life.
Do you think Facebook,Google, SnapChat and other startups would find same quality of people at same price if Comcast and ATT were not outsourcing their billing services etc. to Indians ?
Just increase H1B limits to where it stops mattering.
Employer will then pay above market rate to retain the H1b talent.
Currently employer knows that switching jobs is not as easy for an H1b holder, so that employee is taken for granted. American employee loses. the H1b employee loses. Only the evil company gains.
