What is the list of banned sites and why are they banned?

I was doing a search for my 'default page' and came upon the article at this URL: http://news.ycombinator.com/item?id=498910 . In the list of banned sites my webpage 'rsscctv.com' came up. Can I please have a specific response as to why my site is banned?

Also, how can a ban be rescinded?

Thank you and best regards,
