The cultural problems are describe are the symptoms of much larger problems, particularly systemic and deliberate deprivation of resources and opportunities for more than a century. You are correct to an extent though that part of that problem is political: the lack of political will to spend any amount of money and effort to seriously interrupt that vicious cycle.
