Am I reading this correctly: if a district has an unbalanced vote count (a red flag for manipulation) it is removed from the overall recount total? Or, does the recount simply not move forward in those districts and the original count numbers are used?
The former feels more reasonable to me while the later would seem to undermine the recount's viability as an anti-manipulation check.
