(I see your point though -- I think you are implying that since home school parents are not given any of the money that would be spent in the school district, this strongly encourages public schooling as opposed to home (or private) schooling. TBQH changing this to be fairer to home schoolers would be fine by me, seems like a parallel example. But whatever, I'm trying to have a conversation about transportation here, not education)
