For young people, I strongly suggest to look for other opportunities. If you look at the value and price for US visa, probably price is the highest in history, the value certainly not.(my opinion. I am Chinese.)
For the visa reported in the news, If you look at it carefully, it is joke.
$500,000? most of which can be an investment you get back later? Nah not the highest, pretty much on par with other countries that sell residency and citizenship
The value is also pretty much on par, IMO, with European programs.

of course, it is very personal. even in chinese, the opinions can be the opposite.
I wouldn't be surprised if the folks coming in under this "entrepreneur" based H-1B loophole are being encouraged to work for a select few employers "while they get their startup off the ground".
While founders are getting their startups off the ground, they're working 8-10 hours a week as mentors at the center for entrepreneurship.
It's just too much of a risk to flout the clearly defined congressional cap, and since we can help founders, we want to ensure we can continue to do so as we scale rather than calling down the wrath of Congress.
Curious, what wage category are you using in the H-1B applications? What level?
1. Your startup would have to have raised $345k from 'qualified investors' or $100k from federal/state grants (difficult for bootstrappers to leverage this)
2. Should have created 10 jobs for Americans in 2 years
3. This parole will be granted for 2 years, and then extended by another 3, but after that there's no provision to let founders stay.
4. You need to have at least 15% stake in your company (which can be easy initially but could get diluted going ahead, specially with multiple founders)

The major drawback is that you need to enough time for point 2., if I read it correctly. How can you work for 2 years to grow your team without a visa?
Plus, 10 Americans in 2 years with 345k$ doesn't seem very realistic, but maybe someone with more stats (e.g., from YC) can chime in.
The terrible thing about that is that puts considerable onus on your spouse to stay employed.
