Best philosophy I've found is: take most urgent problem, solve minimally, check, repeat forever.

But - when does the important, but non-urgent, get done?

If it is never the next most urgent problem, then never.

What does check involve? Does this mean you test your solution, or that you put in place some kind of "check" that ensures the solution keeps working?

I think they mean to "check" it off your to-do list.
