Best country for value web-dev freelancers?

I've used a few guys over the years and find they lack value-add and attention to detail. I'm OK to to pay mid-range rates and want to explore using some new guys and wondering if your suggest using a country (or other tips really to find good freelancer?) as a guide to trial some new peeps.

Thanks in advance for any advice.,
