No, I think you could say that Haskell allows you to be good at the first. Working with stakeholders to help define requirements is not a skill you pick up with functional programming. In fact, my comment you're quoting really isn't dependent on what language you are using. It's more or less just a correlation about the haskell devs that were hired.
