On my Windows 7 work laptop I just added the following to my settings.json:

    "terminal.external.windowsExec": "Powershell.exe",
    "terminal.integrated.shell.windows": "C:\\windows\\system32\\WindowsPowerShell\\v1.0\\powershell.exe"
