I mean, anglo-saxon newspieces predicting the end of France and its economic doom have been commonplace for so long that one could believe that France is the modern-time Prometheus, with its economy magically regenerating only to be shredded the next day as a divine punishment.
As for the law, it merely requires for companies larger than a given size to publish a chart on off-hours digital communications. It's not legally binding, and it's most likely not going to change the way people work.
There are currently numerous demonstrations, going on for weeks, against the latest neo-liberal labor-bill from the government.
Nothing about off-hours emails, sorry.
