This is an area where Apple could really improve iOS and add API support to enable apps to screen calls, like what Android already has.

Telecom companies don't have any incentive to fix this.

Do Not Disturb mode is surprisingly great at this.

I'd like to see Apple and other mobile phone companies to actively build functionality to screen calls that works all the time -- whether or not I have enabled "Do Not Disturb". I never want (nor need) a telemarketer call.
