You can be found guilty of a crime yet never admit to it, you can also admit to anything regardles of whether it's a crime or not.

People point to a few abuses and then say the Apartheid government was so terrible. But it did a decent job of providing safety and security, which is a basic human right.

The ANC undermined the police service when they were unbanned When they took office, they ran the police service into the ground. They do not protect the rights of minorities.
