Even the most minimal SoC, powerful enough to run Android (I think I read it was shipping with Android) is at least $30, a single core wtf-wonder.
At a Shenzhen electronic parts market I have seen dual cores from Mediatek and Allwinner for $10-15/unit in low volume and this was several years ago. If you have leverage during pricing negotiations you can get extremely low pricing for chips that is an order of magnitude cheaper than any online list price you can find.
That said, I'm skeptical that a $5 phone can be manufactured profitably with a quad core chip without a lot of subsidies either from the manufacturer or the gov't.
Yeah, I should be able to get quad core absolutely garbage SoCs for $5-10 now in sufficient volume.
Still, the LTE modem assembly is going to be a lot more than that.
If they had said maybe a $25 phone? And they were making several million of them? I'd believe it.
