Hmm. Uber does ~2 million rides per day. Lyft does ~400k. If the author can't acknowledge that the relative number of suits between the two companies looks to be exactly in line with the number of rides they each give, then it's clear you can't trust the author.

They reserve lighter regulations for call-a-ride since there's much better authentication (it's "look for Paul with this license plate" rather than "get in this random car"); a separate, audited, non-cash payment channel; and a third party monitoring it. The distinction long-predated apps.
Comparisons to reckless gypsy cabs are unwarranted.
