Ultimately the issue here is budget and time. With aircraft there are TONS of variables: temperature, pressure, humidity, vibration environment, dust. Even once you THINK you know all the variables, reproducing the problem in the lab might not happen--then after hundreds of hours of testing you're still at square one.
