After much googling, still cannot find which "core" devs have left to work on this new coin. Links on the website to Github contributors do not work, and their github itself only shows contributions from https://github.com/cjepson, who is by no means a core developer of Bitcoin.

I agree. It appears the Softpedia erroneously changed the term "Bitcoin developers" to "Bitcoin Core developers" and other news sites copied the error.

There's a new shitcoin every week, not really important or worthy of an announcement, somehow related to someone somewhat related to bitcoin. according to cryptodatabase there are 1,381 different coins. The only thing interesting here is choice of Go-lang tooling and recognition of previous golang/btc

New currencies do come along relatively frequently, but judging by the initial technical doc (https://decred.org/dtb001.pdf) this one is more than just a fork of BTC. There's some interesting ideas.
