Ask HN: Web emulator for hardware?

A few times I've run in to situations where I'm building a website and while everything looks good and dandy in my desktop, when I go to test it in my phone it is more laggy and animations aren't as smooth. Is there anything similar to chromes viewport and bandwidth emulators but for hardware that throttles the processing power?
