Ask HN: How big is the tech scene in Dubai and Doha?

I had a friend visiting from Dubai and he was talking about the economic growth there which got me thinking how big and growing is the tech scene over there?

Are there any well known tech companies or startups that have offices there? Is there any major development work done there or is it sent offshore to countries like India?

Thanks!
