This shouldn't be possible with https enabled website right? Or am I missing something?

While it does not do anything to HTTPS connections they still get routed through their proxy causing slow downs.

What assets does their proxy proxy on https connections?

None. The fact that everything goes through an extra hop causes a slowdown.

They probably only proxy port 80, so https would not be slowed.
