Collecting data != harassing employees, not by a long shot.
It would be the height of foolishness to use this data for any critical decision making, and (as was mentioned in the article) there are policies in place ensuring the employees are the ultimate owners of the data and as such it would be their decision to voluntarily provide the data (for strictly educational/constructive purposes).
Remediation is the name of the game here, not ostracizing socially awkward individuals or empowering psychopaths.
