Larry Harvey has misplaced the cause of the low number of black attendees.
Its much more likely that it is because of economics - not race.
Someone who is poor inner cities is not likely to have the ability to afford a tent, car, gas, and time off to go out into the country and camp.
And if your parents don't camp or friends don't go camping, you are not likely to think of this as a normal vacation.

You can only address an issue so far as an organization before it becomes a problem too large for the org alone to solve (societal-wide issues).
