I'm having a little trouble figuring out exactly what this does, but while I do... I'm recalling the wonderful history Microsoft has with web dev -- Frontpage, IE 5.5, IE 6...
As to what it does, it feels similar to Google's Material Design Lite, in that it's a toolkit to target design idioms being pushed by a software company.
